Who is in scope

Proposed for domestic B2B plus intra-community and reverse-charge transactions. Nothing is legislated yet — this is a design framework awaiting formal cabinet approval.

What practitioners get burned by

TIME-SENSITIVE: the cabinet's definitive position was due summer 2026 and today is 21 July 2026 — it may have landed in the last few weeks and could not be confirmed either way (rijksoverheid.nl document search is JS-rendered; open.overheid.nl returned 401). Re-verify before publication. Also stress that the March 2026 document is an exploratory analysis, not decided policy: the ~2030 and ~2032 dates are indicative only. The Netherlands has been the EU's most reluctant large member state on domestic mandates, so January 2030 could easily collapse back into the 1 July 2030 ViDA date.
